Dubai did achieve an amazing level of development, but it wouldn't be possible without the endless amount of oil money spent on PR, promotion, and marketing. Being very rich with a huge amount of disposable income was actually the main reason behind this amazing development. Besides, such development is impossible without the exploitation of many foreign workers ranging from construction workers to skilled and educated labor from Egypt, Lebanon, Syria and other Arabic countries. It would be really easy to create a flourishing economy when you have a small population of "natives" served by workers from all over the world allured by the "gold city" but not getting more than a dollar an hour, under near-slavery conditions but without worker unions of any sort. Add to that being close to the huge market of Saudi Arabia whose people are attracted to Dubai's freedom and flourishing sex industry.
